Higher Certificate in Public Administration:

The qualification provide a structured programme for public service employees who are entering or who already work in first line supervisory positions, leading a small team in the execution of public sector projects and functions. The aim is to prepare students to improve their individual contribution within the work-place, complying with the public service regulatory framework to ensure quality service delivery.

Minimum Admission requirements

In addition to Rule G (7), applicants with a National Senior Certificate (NSC) and a Senior Certificate (SC) qualification must score a minimum of 20 points, and achieve a minimum rating/symbol for English as reflected in the Table below. Applicants with a NCV vocational qualification must score a minimum of 50% for English or Communication.

In calculating the total points scored by an applicant, the ratings/symbols achieved for Life Orientation and more than one additional language will be excluded.

Application and Selection process

In addition, the selection and application process below will apply. All applicants are expected to:

  1. Complete an application form
  2. Need to be a minimum age of 23 years
  3. Have three years business/work experience.
  4. Need to be self-funded (NSFAS funding does not apply for part-time studies)
  5. Complete all personal details on the application form
  6. Submit clear certified copy of ID and matric certificate

Mature age exemptions may be accepted for applicants that do not meet the Matric points, please enquire directly with the coordinator.

Assessment rules

All subjects are assessed by continuous assessments. Refer to the DUT general handbook for further assessment rules and policies. To complete the Higher Certificate programme successfully, and be awarded a certificate, learners must be found competent in all aspects of the summative assessments according to requirements listed in the relevant student handbook.

8 Modules

The Higher Certificate in Public Administration: Public Participation is a learning programme which consists of 8 modules that are presented by way of lectures, group discussions, case studies and role plays offered on a part-time basis over 1 year. The weightings allocated to each assessment as well as the nature of the assessments for each module will be outlined in the respective study guides.

The Higher Certificate is a terminal qualification and does not automatically qualifies a student entrance into the Diploma.

Learning Outcomes

On completion of this programme the learner will be able to:

  • Apply an understanding of the public sector regulatory framework in own contribution towards quality public service delivery
  • Lead, plan, organise and control operations of a small team in the execution of public sector projects and functions, using sound management principles to ensure quality service delivery
  • Ensure compliance with supply chain regulations, while practising sound financial management in all areas within a defined public sector context
  • Access, manage and communicate knowledge within the public sector, interacting with and responding to internal and external clients
  • Apply key administrative functions and skills in improving public service delivery.
